to translate this message you have to follow these steps:

1. login to your shop back office
2. go to localization > translations ( http://i.imgur.com/YZNxapF.png )
3. set dropdown: "type of translation" to "error messages translations"
4. set dropdown: "select your language" to language you want to change
5. click on "modify" button ( http://i.imgur.com/q4dAMAI.png )
6. you will be redirected to page where you can manage the error translations
7. search there for error message you want to translate, in this case "You can not use the voucher codes with other price reductions "
8. modify the text or add your own: 
9. save changes

thats all

after save you will see new error message.
