Hello, I have bought your module Quantity discounts on products lists. I would like to know if the pricing rules apply to everyone in the store. I need to apply different rules to each product. Best regards

Module to show quantity discounts on list of products does not have a features that creates a quantity discounts (it is a part of prestashop's core features). Module 'quantity discounts on list of products' displays quantity discounts information only And it does it on list of products like category page, search results, manufacturer page etc.
Quantity discounts in prestashop
As i already mentioned 'quantity discount' feature is a core feature in prestashop, available in each shop by default. You can create such quantity discounts in two sections.
price rules > catalog price rules
you can set 'quantity discount' for range of products (for example for products from selected categories etc.):
